The figure below illustrates the internal structure for an I2C SCL or SDA pin. The transistor will turn on for logic low discharging Cb to logic low. The transistor will turn off for a logic high and the pull-up, Rpull, will charge Cb to a logic high.
tr (rise time) = the maximum amount of time for the signal to transition from logic low to logic high. Since I2C data is an open drain signal, rise time is set by the RC time constant of the pull-up resistance and the bus capacitance.
tf (fall time) = the maximum amount of time for the signal to transition from logic high to logic low
